Notice of China Banking Regulatory Commission on Strengthening the Financing Guarantee Inductry Statistics Work

 

The provinces, autonomous regions, municipalities directly under the central government’s financing guarantee agency regulatory departments:

 

For the establishment of a sound financing guarantee industry statistics system, for comprehensively, accurately, and timely grasping the financing guarantee business conditions, for continuous tracking and monitoring the financing guarantee business risk, for promoting the healthy and stable development of financing guarantee business, financing guarantee business regulatory department joint inter-ministerial meeting ( hereinafter referred to as joint inter-ministerial meeting ) office has drawn up" financing guarantee industry statistics system" ( see attached, hereinafter referred to as the" report forms system" ), and it has been adopted and approved by the National Bureau of statistics joint meeting on July 23, 2010, here is printed and issued to you, and to strengthen the relevant matters of the financing security industry statistics, hereby notified as follows:

 

First, attach great importance to the financing guarantee industry statistics

 

Statistical information is an important basis to understand the situation, analyze problem, and make decision. The financing guarantee statistical information has the vital significance for effecting the financing guarantee industry supervision and management, developing supportive policy and improving the external environment. Currently, the financing guarantee industry statistical work is very weak, and is difficult to meet regulatory work and promote the development of the industry needs, there is an urgent need to establish a sound statistical system, formulate and improve the statistical statements, promote the statistical work standardization and institutionalization.

 

Local regulatory authorities need to fully understand the importance of the financing guarantee industry statistical work; strengthen the leadership of the statistical work. According to the relevant provisions of state laws and regulations and in accordance with the principle of a unified standardization, accuracy and timely, rigorous discipline, seeking truth from facts, to establish and perfect the financing security industry system statistics and report forms system under respective jurisdiction, to conscientiously do a superior effort at data information collection, reporting and analysis work.

 

 

Second, we should promptly establish the financing guarantee industry statistics system and reporting system under respective jurisdiction.

 

Local regulatory authorities should urgently research and make the financing security industry statistics information collection, audit, aggregation, review, analysis, reporting, and archiving system, ensure clear data sources, sorting method, submitting time limit and submitting approach under respective jurisdiction. To develop the supervision statistical report form combining the financing guarantee industry development situation and supervision needs under respective jurisdiction. The definition and calculation method of the relating index in statistics form shall be consistent with the definition and calculation method of the relating index defined in the joint meeting.

 

Local regulatory authorities should designate special persons to take charge of statistical work, strengthen training and guidance for the statistical work personnel, and constantly improve the quality of statistical work. Local regulatory authorities shall be responsible for the completeness of reported statistics report forms, timeliness and authenticity of the data source.

 

 

Third, do a superior effort on the financing guarantee industry statistics reporting work, under their respective jurisdiction.

 

Ensure the local regulatory authorities, according to the relevant requirements of the " reporting system", conscientiously do the previous year’s annual statistical report, and submit it to the joint meeting office in writing before February 15 each year, meanwhile, the electronic document of the statistics reporting forms is sent by the local Banking Regulatory Bureau through the CBRC internal network to the office of the joint conference.

 

 

Fourth, actively promote the construction of statistical information system; conscientiously do a superior effort at statistic analysis

 

Local regulatory authorities shall do a superior effort in the daily statistical work, conscientiously do the data collection, sorting and archiving. To speed up the construction of the financing guarantee industry statistics information system under their respective jurisdiction, use of modern information technology, promoting the statistical work of the electronic system, networking and standardization, solidifying the statistical information management foundation.

 

Local regulatory authorities shall take statistics as an important part of the financing guarantee agencies supervision work, as soon as possible to establish and perfect the financing guarantee industry off-site supervision working mechanism, to strengthen monitoring, analysis, assessment and early warning of the financing guarantee agencies operating status and risk status under their respective jurisdiction, to reveal the overall risks and problems, to immediately grasp the industry development trend, to accurately analyze the potential risks, and to improve the effectiveness of supervision work, for constantly promoting the healthy and stable development of the financing guarantee industry.
